Public Information and Documentation Management Officer (PPID) of Poltekpar NHI Bandung
Polytechnic of Tourism NHI Bandung, as a Tourism Polytechnic under the Ministry of Tourism and Creative Economy, also serves as the main PPID (Public Information and Documentation Management Officer), upholding the principles of clean and accountable democracy, effective and efficient bureaucracy, and providing high-quality public services. One of the essential elements in realizing an open government is the public’s right to access information in accordance with prevailing laws and regulations.
As a Public Institution, Poltekpar NHI Bandung is obliged to provide, deliver, and/or publish public information under its authority to applicants, except for information that is exempted according to regulations.
Based on the Regulation of the Central Information Commission of the Republic of Indonesia Number 1 Year 2021 regarding Public Information Service Standards and the Regulation of the Minister of Tourism and Creative Economy/Head of the Tourism and Creative Economy Agency of the Republic of Indonesia Number 18 Year 2020 regarding Public Service Standards, the PPID is responsible for the storage, documentation, provision, and/or service of information within the ministry. As an assisting PPID, Poltekpar NHI Bandung is responsible for managing public information based on applicable laws and regulations, reporting directly to the main PPID.
Duties of Poltekpar NHI Bandung as a Public Institution
Article 7 of Law No. 14 Year 2008 concerning Public Information Disclosure
- Public Institutions are obligated to provide, deliver, and/or publish Public Information under their authority to Public Information Applicants, except for information exempted according to regulations;
- Public Institutions are obliged to provide accurate, true, and non-misleading Public Information;
- To fulfill the obligations as stated above, Public Institutions must establish and develop an information and documentation system to manage Public Information effectively and efficiently for easy accessibility;
- Public Institutions are required to make written considerations for every policy taken to fulfill every individual’s right to Public Information;
- The considerations mentioned above include political, economic, social, cultural, and/or defense and state security reasons;
- To fulfill the obligations as stated above in all statements, Public Institutions can utilize electronic and non-electronic tools and/or media.
Article 4 of Regulation No. 1/2010 on Public Information Service Standards
- Establishing regulations about Public Information Service Operational Procedure Standards;
- Building and developing an information and documentation system to manage Public Information effectively and efficiently;
- Appointing and appointing a PPID to carry out its tasks, responsibilities, and authorities;
- Allocating adequate funding for Public Information Services in accordance with prevailing laws and regulations;
- Providing facilities and infrastructure for Public Information Services, including announcement boards and information desks in each Public Institution office, as well as the official website for the National Public Institution;
- Determining the standard cost of obtaining copies of Public Information;
- Regularly updating and establishing a List of Public Information for all Public Information managed;
- Providing and delivering Public Information;
- Responding to objections submitted by Public Information Applicants;
- Creating and announcing reports on Public Information Services in accordance with this Regulation and delivering copies of the report to the Information Commission, and;
- Conducting evaluations and oversight of Public Information Service implementation in their institutions.
Types of Public Information
- Information that must be provided and announced periodically is information that has been acquired and documented by the Public Institution to be regularly and routinely announced without request;
- Information that must be announced immediately is information that, if not disclosed, could threaten the livelihood and public order related to the Public Institution’s duties without request;
- Information available at all times is information that has been acquired and documented by the Public Institution and has been declared open as accessible information to information users whenever requested;
- Exempted information is information that has been acquired and documented by the Public Institution that cannot be accessed by information applicants based on exemption reasons.
